South Korea imposes antidumping tariffs on BOPA films from China, Indonesia, Thailand
 On December 27th, the Korean Trade Commission issued notice No. 2022-15 (case investigation No. 23-2022-1), which made a final anti-dumping adjudication on Biaxially Oriented Polyamide Film (BOPA Film) originating in China, Thailand and Indonesia, and recommended that anti-dumping duties be imposed on the products involved for a period of five years with a tax rate of 4.90% to 28.60%.

 

Among them, Chinese manufacturer Dezhou Donghong Film Making Science & Technology Co., Ltd and its affiliated enterprises will be leveled an anti-dumping duty of 4.94% anti-dumping duty, Hyosung Chemical Fiber (Jiaxing) Co., Ltd and its affiliated enterprises 4.90%, and other Chinese suppliers 4.94%.

 

Thai manufacturer A. J. Plast Public Co., Ltd. and other suppliers in Thailand are subject to 24.61% anti-dumping duty.

 

Indonesian manufacturer PT. KOLON INA and other Indonesian suppliers are subject to 28.60% anti-dumping duty.

 

The implementation of the measures shall be subject to the expropriation announcement of the Ministry of Finance of the Republic of Korea.

 

The products involved are stretch polyamide films with a thickness less than or equal to 25 microns, involving products under Korean tax No. 3920.92.0000, excluding laminated polyamide films.

 

On February 28, 2022, the Korean Trade Commission issued notice No. 2022-5 (case investigation No. 23-2022-1), in response to the application submitted by South Korean enterprises on January 7, 2022, to launch an anti-dumping investigation into biaxially oriented polyamide films originating in China, Thailand and Indonesia.

 

On July 21, 2022, the Korean Trade Commission issued notice No. 2022-9, which made a positive preliminary ruling on the case and suggested that the Ministry of Finance of South Korea should impose temporary anti-dumping duties on the products of the above-mentioned countries.

 

On September 14, 2022, South Korea's Ministry of Planning and Finance issued notice No. 2022-20, which decided to impose provisional anti-dumping duties on Chinese, Thai and Indonesian products from that day, and the measures were valid until January 13, 2023.

 

On December 27, 2022, the Ministry of Finance of South Korea issued notice No. 2022-238, extending the validity of provisional anti-dumping duties on products originating in China, Thailand and Indonesia from January 14, 2023 to March 13, 2023.
